If you want an annulment you do have to be there. If you file for divorce in the country that you live in it is accepted in the Philippines.

This is a link to an attorney in the Philippines with a lot of good information on the website.

Your personal presence is required to file an annulment of marriage then you can go and let your lawyer do the rest. However, sometimes, the judge orders your appearance in courtr and you must be available or your petition for annulment may not prosper.
